At the very end of Words of Radiance, Dalinar touches a Shardblade and it screams at him. Shouldn't that particular Blade have been safe?

No it should not have. It's a clue that something has happened.

Because Option 2 is that it's unsafe to touch an honorblade, but there's no evidence of that.

There is no evidence of that. In fact there's much stronger evidence that something else is going on.

The man who calls himself Taln had his Blade swapped with another. Presumably, the people (or person) doing so thought he had an Honorblade.

Would the people who did the swap have known if Taln did not in fact actually have an Honorblade? Could they have been taking a chance and in fact ended up with a regular Shardblade?

This is possible. Assuming they knew just what they were trying to grab, they'd probably have figured it out very quickly.

I was a little bit interested in Words of Radiance...how Taln's Shardblade screams for Dalinar when the other Honorblade doesn't scream for Kaladin...

That is true. So, if you look at the description Shardblade at the end of book one and they present it book 2, check the [clipped].

Yeah. I give a hint in the book of what happened as well, the hint is, those aren't the same swords.
